1. SARS DECLARATION

You are probably aware that the Brunei Ministry of Health has issued SARS updates on a regular basis. These, though giving useful information, are at present not specific in dealing with a possible exposure to our and your personnel from infected people on board visiting tankers on the SBM and at BLNG.

In order to recognize a situation where people could become exposed and in order to anticipate such a situation developing, we require with immediate effect ALL vessels visiting either SCOT Terminal (SBM) or BLNG Lumut to report in addition to the normal pre arrival information the following;

-Ships captain declares health status of crew as is usual procedure.
Also confirms no SARS suspects- i.e. no-one with 1-fever >38 deg c, 2-respiratory symptoms, 3-travel to or joined in affected area- If the Master of any vessel reports that he has a person on board who meets all three criteria than SMR will involve BSP’s health department to deal with the situation.
In case the Master reports a SARS suspected case then inform SMR immediately (SMR helpdesk / smr2) or during out of office hours the Marine Duty Captain (mobile: +673 8 730154) so we can take appropriate action.

2. USEFUL INFORMATION ABOUT SERIA

Please kindly take note of the following Safety and General Information about Seria.

(I) Standard Safety Information about Seria

TERMINAL INFORMATION

-See BA chart 2109, latest edition, Seria Terminal lies approx. 04 deg 43′ North and 114 deg 19′ East. Two SBM’s operated by Brunei Shell Petroleum Company, and numerous platforms are in the area.These must be given a wide berth.

Brunei Shell notes that some tankers are still using the previous track which takes them close to the newly installed platform Egret which is not charted. The proper and Safest approach and departure track to and from SBM’s is on a heading 184 deg /004 deg true from a position of 05 deg 02′ North and 114 deg 15’East to 05 deg 51’ North and 114 deg 14’
East and thereafter to anchorage or pilot station.

Note: A newly established platform (Egret) have been installed at position Lat 4 deg 59.3’N and Long 114 deg 12.2’E.

-A 500m safety zone exists around all offshore installations and vessels are prohibited from entering these zones unless authorised. (Refer to The Mariners Handbook NP 100 Chapter 1 section 1) -The Marine Dept, Brunei Darussalam has declared safety zones up to 1.6 miles from charted offshore platforms. Annual summary of notices to mariners No. 1788(P) 1988 refers.
– Passage between Egret, Ampa and Fairley Oilfields is not recommended.
– Vessels approaching from the Southwest are to keep North of the Gannet Field and not to pass between Gannet and Fairley.

There are no tank cleaning or dirty ballast facilities.

Tanker Anchorage B is located approximately 3 miles North of the SBM berths and in the area contained within the following limits :
– Latitude 04 deg 45′ and 04 deg 47’N
– Longitude 114 deg 17′ and 114 deg 19’E

Tankers should not anchor in any other location due to the presence of many submarine pipelines throughout the oil field and adjoining areas.

ARRIVAL REQUIREMENTS

-All cargo tanks must be inerted and under positive pressure with a maximum oxygen content of 8%. Inspection and check of inert gas will take place immediately after Pilot boarding. Vessels not properly inerted will not be berthed.
-A Pilot ladder and accommodation ladder if used must be properly rigged in accordance with SOLAS 1974 and amendments and IMO resolution A 426 (XI). The bottom of the pilot ladder should be 2.0m above the water level and adequate lighting provided at night.
-The Pilot and the mooring assistant board the tanker approximately 2 miles North of the SBM(4 deg 44.6’N – 114 deg 18.1’E – Seria Pilot Boarding Station).
A surveyor may also board at this time if one has been appointed. Each person requires suitable separate lodging.
-The use of an open drum end for picking up mooring line is not acceptable.
– Both closed drums (starboard/Port) on the forecastle to be cleared and fitted with 50mm diameter messenger rope for picking up the first Messenger line (starboard) and subsequently the (Port) Messenger line.
– Tanker crews are to complete the mooring and hose connection.
-The hose connections shall be made on the starboard side and are of 400mm ANSI. Properly certified lifting gear (derrick or crane) minimum SWL of 10 tonnes shall be ready on the starboard side. Note the register of the lifting appliances is to be made available for inspection.
-All vessels visiting Seria Crude Oil Terminal shall undergo an inspection to confirm compliance with ship shore safety checklist.
ISGOTT guide must be complied with.

PILOTAGE INFORMATION

The Berthing Master and Mooring Assistant and, where applicable, surveyor board incoming vessels approximately two miles north of the SBM (4° 44.6’N -114° 18.1’E- Seria Pilot Boarding Station). Masters are requested to provide a good lee for the Pilot launch to facilitate boarding and lifting of baggage.
The pilot ladder and accommodation ladder if used must be properly rigged in accordance with SOLAS 1974 and amendments, and IMO resolution A 426 (XI). The bottom of the pilot ladder should be 2.0m above the water level and adequate lighting provided at night.

A responsible officer must be in attendance at the ladder top where a life buoy, man-overboard light and clean heaving line should be sited.
The pilot should be met at the ladder and escorted to the bridge. A bag containing UHF radios for ship/ shore communications during loading is passed to the tanker when the berthing master boards, approximate weight
11 KGs.

The Berthing Master, Mooring Assistant and on occasions a cargo surveyor remain on board whilst moored to the SBM; they require separate accommodation during the vessel’s stay and HALAL food should be available for boarding personnel.

DRAUGHTS

-Be guided by IMO guidelines on safe arrival draft and trim. The tanker must always maintain suitable draught and trim, which will enable safe unmooring and maneuvering, clear of the SBM, should it become necessary.
-Maximum draughts are :
-SBM No. 1: 16.80m
-SBM No. 2: 15.85m

POLLUTION

-Discharge of oil effluent within fifty miles of the shore is prohibited. Under Brunei Law a fine of B$50,000 plus clean up costs will be imposed upon offenders.
-Ballast water shall be sighted by the Berthing Master prior to commencement of deballast operations. The discharge of oil contaminated ballast water will not be permitted.
-During deballast operations hourly checks are to be made and recorded by the ship crew. All cargo and/or ballast operations shall cease if a pollution incident has occurred or is suspected.
-All garbage is to remain on board the tanker.

(II) OTHER USEFUL INFORMATION ABOUT SERIA

AA. Location Seria Anchorage located within the following limits:
Latitude : 04 deg. 45’N & 04 deg. 47’N Longitude : 114 deg. 17’E & 114 deg. 19’E

Anchorage is located approximately 3 miles North of the SBM berths. Once within VHF Range Master should contact Seria Terminal on CH. 16/13 to notify arrival. Tankers should only drop anchor here and await Berthing Master’s Instruction

EE. Berthing Inspection: Shell Berthing Master will inspect vessel prior to berthing.

Inert Gas: Vessel are to have all cargo tanks fully inerted under positive pressure with oxygen content of not more than 8% in accordance with SOLAS 1974 and International Safety Guide for Oil Tankers and Terminals (ISGOTT) 4th edition. Failure to comply with this will result in vessel not being berthed until requirement is met.

Lifting Gear: Checks to be made on vessel’s lifting equipment condition, certification, and inspection record, prior to use. The lifting documentation should be available to the berthing Mater, on the bridge, prior to commencement of berthing.

FF. Hose Connections:
Vessel should have the appropriate reducers fitted to take:
SBM1: 2 x 16″ (400mm) manifold hoses 150 ASA
SBM2: 1 x 16″ (400mm) manifold hose 150 ASA

Hose derrick should be rigged to lift at least 10 tonnes. Hose connection / disconnection carried out by ship’s crew under the guidance of Shell’s mooring assistant

GG. Mooring: Vessels must be fitted with OCIMF approved bow stoppers

6. Pls be advised that to all tankers calling Seria Crude Oil Terminal require to provide and include information on Pre-Arrival requirement/message with immediate effect stated of tanker owner does the Noise Mapping at Engine Room.
“For vessels calling at the SBM to which the CODE ON NOISE LEVELS ON BOARD SHIPS RESOLUTION MSC.337(91) applies this the duty pilot may request to view a copy of the Noise survey report, particularly so if the noise conditions on-board are suspected to be over the levels permissible by the code.”
