BASRAH OIL TERMINAL

Location: 29-41 N 48-48.5 E; The terminal is located offshore about 50 km South East of the Iraqi town of Faw. Named Mina Al-Bakr before 15/10/03 when it was renamed to Basrah Oil Terminal.

Time Zone: GMT + 3
Berths: Four (4) berths and Four (4) SPMs.
All berths & SPMs are operational with 2 vessels on berth 2 vessel at SPM loading simultaneously.
Berth 1&3 to East, 2&4 to West of Sea Island Controlled depth channel: Refer BA chart 1265 Depth alongside: 23-30 meters below baseline. Varying due to undulated seabed.
Pilotage: Compulsory for all inward and outward tankers. Pilots are available 24/7 at theterminal. Pilot boards and leaves at buoy no. 14.
Iraqi Flag: Please ensure all vessels calling Basrah Oil Terminal to hoist Iraqi new flag.
Communication: Vessels are required to contact the Basrah Oil Terminal 72, 48 and 24 hours prior to arrival giving ETA. Prior to docking the tanker must also provide the terminal operator with information required to prepare the “loading order” format. Thisinformation should include the type of crude to be loaded, loading rate in barrels, the registry number of the vessel, nationality and name of Master. Vessel will be informed of approach instructions such as location of berth, weather, sea conditions and the communication channel to be used for vessel docking assistance. For vessels calling the terminal it’s recommended to be equipped withsome endurance since the reply might sometimes take quite some time (readhours).

Buoys are battery powered with quick flash characteristics with visibility of 1 NM Please note that buoys 4, 6, 9 and 10 are missing. Buoy 5,7 and 11 has no top marks. Draft: 21 m EK sailing draft H2S & Mercap Restrictions: The Tanker a r r i v e d with all cargo tanks fully inerted. The oxygen content must not be more than 8% by volume with atmosphere being maintained at positive pressure. The H2S level in the cargo/slops tanks must be less than 10 ppm.
Sea water Density: Around 1.031 Terminal set-up: Two platforms; A with berth no 1 and no 2 and B with berths no 3 and 4. Berths 1,2 and 4 can accommodate tankers ranging from 35,000 – 350,000 DWT and berth 3 tankers from 85,000-350,000 DWT. The total length of the structure is 975 meters and the width at the center is 107 meters. 2 SPMS can accommodate tankers ranging from 35,000-350,000 DWT Berths: Four (4) berths, bridges between berths are of lattice type and platforms in checker plate.
Bollards: No information.

Fenders: – Made by Bridgestone (USA) with a thickness of one foot.

Dolphins: – At berths no 1, 2 and 4 primary and secondary for vessels
ranging 35,000-350,000 DWT. At berth no 3 only primary dolphins for vessels ranging 85,000-350,000 DWT.
Cargo on Board Basrah Oil Terminal restriction regarding the cargo on board on arrival is 140,000 metric ton
Information regarding ballast on board is not required by the terminal.

Mooring Mooring operations takes approx 3-4 hrs, terminal does not have their own messenger ropes, all lines are passed by ships messenger. It is advisable to keep long messenger handy Mooring sequence is Springs-Breasts-Head/Stern (2+3+3) or (2+4+4).
Following arrival and mooring all vessels shall tend their own anchor cables, ropes, lines and hawsers. Tankers should tend their mooring frequently.
While at berth, ships must be ready to move under their own power in the event of their breaking adrift, catching fire or any emergency arising. No repairs are to be carried out while at berth which would immobilize the ship or impair her fire fighting efficiency.
Cleaning of boiler tubes alongside the terminal is not allowed.
Un Mooring From berth 1 & 3: after casting off from berth ship will make 180 deg turn to stbd to head for the channel.From Berth 2 & 4: All lines are cast off except aft breast lines, ship is hoved onto breast, bow comes out nicely and later slowly aft section opens up, ship then proceeds to channel.
Readiness: Notice of Readiness will be received by the terminal provided the vessel is ready to load. Lay time will commence 6 hours after receipt of Notice of Readiness berth or no berth.
Early Departure Procedure (EDP) Not applicable at the Terminal Pumping: Terminal connected to storage facilities ashore with two 48-inch underwater pipelines. Pumping rate varies between 18,000-86,000 blls/hr depending on type of crude (Basra Light / Basra Heavy) is being pumped. Two tankers can be loaded at the same time with different types of crude.
Loading will be stopped in case of spillage or if any regulations are not observed.
Loading may be stopped in still air conditions, during severe electrical storms and/or high wind and rough sea conditions.

Pollution: No dirty ballast. No oily water or refuse to be discharged over board. When a vessel enters port in ballast, the ballast water for over side discharge must be clean and a declaration signed by the Master delivered to the terminal to this effect. Ashes, oil, oily water or other refuse must not be discharged overboard in port waters. Vessel’s scuppers must be effectively plugged and leakage or spillage of oil onboard ship must not be swept or washed overboard whilst in port waters.
Vessels are subject to heavy fines and liabilities for claims arising.

Loading arms: Jetty has 2 x 16” and SPM 2 x 20”
-For each berth two to three identical 24-inch x 80 ft Lucent DCMA loading arms, Hydraulically operated coupling fitted with adaptors to allow automatic and fast coupling to tanker manifold ranging from 16-24 inch. Spools for 10, 12, 14 and 16 inch are available at terminal if required.

Gangway: – Ship’s Gangway will be used at Basrah Oil Terminal. Min SWL of Lifting Equipment should have 20 MT for loading at SPMs Weather: Wind: – Wind speed varies up to a maximum of approx. 50 knots.

Berthing and Un-berthing Operations: In General terminal follow down below timings

Personnel / staff: Present 24/7 in one-week rotations. Shift changes on Mondays. Safety: – Firefighting; equipment is located on all platforms for protection of the manifold area of tankers being loaded.
At each berth two remote control elevated foam water Monitors are located with a capacity of 500 GPM.
On deck level manual monitors and hose reels are located with a capacity of 580 GPM of foam solution for 10 minutes. Plenty of dry chemical and CO2 fire extinguishers on wheels available all over the terminal.
Five tugs available with fire fighting capacity. On arrival representatives from the terminal will discuss safety requirements and safety checklist with Master of vessel. Attention is brought to the Tanker Safety Guide published by the International Chamber of Shipping and to the International Oil Tanker Terminal Safety Guide. Security: Personal security is good due to the terminal being an offshore facility with very limited access.
New procedure is in place for Iraqi oil terminals, to include security sweep on all vessels/oil tankers while en route to the terminals. Iraqi military units are present 24/7 at oil terminals to provide security. Patrol boats have flashing blue lights and also utilize helicopter patrols. There is a3000M warning and 2000M exclusion zone set up around each terminal. The new procedure for security sweep of vessels while on their way to the terminals is in effect since 7 March 2009 Piracy Unfortunately there has as per our knowledge been three acts of piracy at the deep water anchorages (31/05/05,15/06/05,24/06/05 ) If any indications of a piracy attack or other emergency, Please contact MSF on VHF ch 16 and when time please inform us.
Due to the above we strongly advice you to adopt, and practice, robust antipiracy procedures whilst in vicinity of the Terminals. These measures should include, as a minimum, keeping a good lookout, securing the accommodation block and being prepared to counter any suspicious approaches by small craft by mustering the crew, switching on deck lighting and any other standard precautionary measures laid down by owners/operators to deter unauthorised boarding of the vessel.Inspection by MSF Terminal will ask to proceed for MSF clearance enroute to berth. Usually the pilot boarding ground. MSF will board the vessel along with the pilot. Inspection will take approx 1 to 3 hrs. ISPS Terminal is not ISPS compliant Shore leave not allowed. Free Pratique Will be granted only after Vessel all fast.
Administration: Please have the following documents ready in order to facilitate quick clearance by Customs & Quarantine upon boarding yr good vessel at Basrah Oil Terminal or Khor Al Amaya Oil Terminal For Quarantine o Crew list duly stamped and signed by master o Vaccination list, maritime declaration o Validity of de-ratting certificate and copy.

Miscellaneous Terminal personnel are on one week on/off rotation, crew change on Mondays. Terminal manager will board the vessel to complete ship/shore checklist and sign the documents. Loading Master will board vessel and liaise with terminal on start up and shut down operations. One ships walkie talkie is handed over to him, alternative is VHF channel 12. No terminal personnel will stay onboard except the cargo surveyor.
